The grammar and spelling in your nomination text need a lot of improvement. This may be the reason that you received "title or description is not relevant" as a rejection reason. Capitalize the title and write in complete sentences with capitalization and periods in the description and supporting info. Check your spelling ("outreach" is one word; you've misspelled "church" in the description). If it looks like you didn't put effort into your submission, it makes it easier for reviewers to reject it.
It's difficult to verify the information you've provided. There doesn't appear to be any sign indicating what this building is. There's also no Street View in town to look around at what's nearby. I'm not quite sure what the best solution is for improving this aspect of the nomination since I don't know what kind of signage there might be that isn't seen in your photos. If reviewers aren't sure that the building is actually what you say it is, that could also contribute to the "title or description is not relevant" rejection reason, but also the general "does not meet acceptance criteria" reason.
I think your supporting info needs to make a better case for why this particular building should qualify as a separate point of interest from the church itself. Talk about what kinds of events are held in this building; don't just say that a lot of people visit the church. Your description already gets at this, but you can use your supporting info to expand upon it. This would be the primary source of the "does not meet acceptance criteria" reason.

The address provided is correct and verifiable on Google search. Unfortunately I can't see where the pin was placed as its not show in your post.
If it was in the correct place the only other suggestion would be do a photosphere to confirm it.

An outreach building to help adults, vulnerable adults, vulnerable youths etc would fall under an inappropriate location as Niantic don't want to be seen to encouraging lots of people to descend to a building where there are vulnerable people. The explicit activity is a misnomer, the wording on that specific rejection reason says that incorrectly, despite the invalid location rejection in general being correct.
Nomination title etc :
You have numerous spelling and punctuation errors as well as the title being ridiculously long, the title needs to be more relevant and shorter and remember to spell check before submitting.
Doesn't meet acceptance criteria:
An outreach building while doing good for the community is as I have explained above not the type of location that Niantic want as it contains vulnerable people, reviewers could choose either doesn't meet criteria or invalid location as a rejection reason, hence why both show in your email.
Now according to Google there is an actual church at that location, take a pic of the church, a photosphere of the church, just call it Westport Christian Church, give a brief description of what they do, and resubmit it
We'll see the church is actually a gym already and we have two other churches in our town that has outreach buildings and that's just what they call them they were you know accepted as well with this one yeah I know I misspelled because I was trying to get my kids to listen while we were putting in the stop so yeah the punctuation is not happens I've had them passed before like that with no problem other than that this building is just recently been built within the last year and a half so it's not going to show up on Google maps unless they've recently updated and you know how nice it doesn't update their stuff very often so as far as being explicit any church outreach/community building is acceptable under their criteria so the explicit doesn't make sense but I do understand what you're saying
