Oh right. That pic was taken when putting googly eyes on statues was a thing. The stunt was short-lived, and that photo doesn’t represent the statue today. Photo should be cause for denial.
The Whitman statue is controversial enough anyway, and will likely be moved within a few months, making the wayspot irrelevant. But that’s another issue.
Yeah I feel like the new photo review thing has missed an opportunity to rate the pictures. Something can meet criteria but still be worse than the other options.
I'd prefer a picture of the statue as is, without the eyes...

They should make it a double-voting thing.
Sometimes it shows 4 pictures which all pass criteria.
In these cases it would be a better to have something like:
We want to keep the 2 best pictures, which ones would you choose

I really, really, really don't want to waste my time rating photos of places I have no connection to.
If photo/photos are clearly abusive/false/terrible, choose to remove those.
If all are ok, just choose "all are fine" and let the locals decide what photo they want to see.
There isn't an option for plain terrible though! Just has to not be abusive or inappropriate
