Luke's answer is a little vague. There's been some proof posted recently that it's not as simple as he says for non-upgraded submissions. The system intentionally promotes submissions in areas where POI are less dense. So if you're in an urban or suburban area, your submissions are throttled so that they do not move as quickly through the system. This is bad programming but it is "working as intended."
My most recently upgraded submission was pretty much immediately accepted when it got upgraded (it had been in voting for a few weeks prior to being upgraded). It was a little *too* quick and makes me feel like my nominations may be stuck and that upgrading them is the only way to free them.
How many reviews have you done? Because if you're not reviewing but you are submitting, you're free-riding off the work of reviewers and direct contributor to the problem.
Submitted 2 stops about a year ago, one took 2 days, the other less than a week.
Queue to this year, submitted two stops back in January and they hadn't moved out of the "in queue" status. So I though something was wrong after the first two went so quickly.
But from the above replies, being an Urban area with many stops already, guess it's gonna take a while.

depends on active wayfarers, pending nominations, and currently existing POIs.
Upgrade:
6 hours to 3 days (3 days normally only on brand new submissions)
6 hours ? I've Never had an upgrade come back in less than a week, where as normal subs usually take anywhere from 3 to 10 days

6 hours can be possible in Germany where I live.
If a nomination has been in voting for a while already when I upgrade it, I've had it finish (yea or nay) within as little as 2 hours.
I upgraded my brand new submission like a year ago. Still no response.
Probably you marked it as "upgrade next" and you still haven't earned any upgrade.

This feature is not working really well.
I live in an area without too many landmarks and I try to promote the game itself by creating new pokestops.
I've had 2 pokestops approved before so I can say that I0m aware of rules and regulations.
I'm now waiting for more than 40 days for a pokestop that is "in voting".
It feels really dumb trying to make the game more accessible and having no news for over a month.
IMHO there shouldn't be a period of over a week from going "to voting" to approving or rejecting.
