I would like to introduce a new pokestop in my area it's the temple constructed 12 years ago and opposite to temple there is a School which is started in 2003

This is not how creating POIs work. You need to submit them bis the game .
If you're Level 38, go to the area and submit a nomination in the game: https://niantic.helpshift.com/a/pokemon-go/?s=pokestops&f=submitting-a-pokestop-nomination&l=en&p=web
But I'm not level 38 I'm level 35
Then you need to wait until you are lvl 38.
Or see if any of your local players are level 38 or above and can submit for you.
