From my experience if you get a poi that doesnt make it into pogo but does into ingress it helps spawns. Even when you get a pokestop in game it helps spawns. Ive moved on from only nominating things that will appear in my game, to nominating everything now to help increase spawn density

Pokemon spawn rates are linked to the Ingress "XM Cloud function". (For those who don't play Ingress, XM is essentially "power up energy", you need sufficiient energy to perform various functions like attacking a portal or placing resonators).
XM appears on the Ingress map asa backgound of small white dots, players can see it on the game map on their phone and can walk through it to collect it. What makes a difference to the amount of XM? Two things - the presence of Ingress Portals and the amount of mobile phone use at any location.
Around Ingress Portals there are dense clouds of XM. Having 2 portals in a cell means there is more XM about. Denser areas of XM are also found where there are high levels of mobile phone use. The carpark at my local supermarket is out of range of the nearby portal but is full of XM, the XM cloud is almost as dense as near some portals.. It is the best place around for both Pokemon and HPWU spans.
In my village, there are a couple of small localised areas / spots with very high levels of Pokemon spawns comapred to the average. Why? If one looks at the Ingress map in game we can see very localised high levels of XM, Pokemon spawns and XM are linked. If you find a location and you know that mobile phone use at that point goes up, over time you can see more XM appearing in that area.
TLDR - having more "invisible" Ingress portals at a location is of benefit to PoGo players as it increases Pokemon spawn rates. Hang out (safely) in your local supemarket car park and check it out.
I can confirm what @sogNinjaman-ING says about XM spawn and add one additional data point: The cell phone usage data are extremely old. I also have the perfect screenshot to back that up.
The eastern span of the San Francisco Bay Bridge between San Francisco and Oakland was replaced some years ago. Construction of the new bridge took years, as expected, and then one weekend they closed down all traffic on the bridge and cut over to the new one-- that happened in September 2013. The new span has a pedestrian walkway/bike path and there's a portal along that path in the center of the bridge. Here's a view of the portal key as of right now-- there's a ton of XM on the old bridge and very little on the new except for where the portal is.
Why does it stop abruptly? Ingress only loads XM to a certain distance, and not as far as the map can see.
If they try to do it by placing the location pin inaccurately or submitting nominations that don't exist in the area to try and get more pokestops, yes.
That's not what I see in location edit. It's always a constant reminder that if you are trying to maximize poi to create a gym is abuse. They were following all the rules. Instead of trying to help the submitter.
@Vigihlantee-ING If a Pokemon Go (or any other) player tries to influence reviewers by telling them not to move a pin, or telling them which location edit to choose, that is considered abuse. It's OK to say "The statue is hard to see under the trees but it's three meters due north of the door", but not, "Don't move the pin", or, "Pick the pin that's in the northwest corner of the parking lot."
So if you ask not to move the location because it may interfere with a game or cause injury. because reviewers like to move the location on the athletic field. I wouldn't consider that abuse if the cell of athletic field at least touches the nomination.
You can not ask for a location marker to be moved or for it to remain in place.
Any request is an attempt to influence the reviewer and is considered abuse.
If a POI is in the incorrect location and moving it to the correct location would result in it being unsafe to access then the POI MUST be reported as unsafe access and removed.
You are NOT allowed to influence the reviewer in any way at all
In movement requests I make an exception if the submitter is trying the reviewer toward the correct location, particularly because you're no shown the support picture of the nomination and some PoIs might be difficult to place otherwise.
I recently reviewed a clock that had been misplaced and the submitter was attempting to restore to it's correct place in more than one step. Were it not for they pointing out "the correct location is towards the corner" I would not have found it in GSV.
@Vigihlantee-ING Here, straight from the horse's mouth. Yes, asking reviewers to review in a specific way is considered abuse. Asking them to pick a specific pin in the edit is abuse. Asking them to move or not move a pin during the review is abuse.

Nominations with content that tries to sway and influence votes, such as dropping a codename or codewords in the title, description, or photo. Or making voting requests in the title, description, supporting information, or photo.

So if a pogo player tries to create a gym by maximizing potential nominations its considered abuse?

IITC is against the ToS, that it has been given tacit approval by Niantic not actively banning users who post screenshots of it is besides the point.
