Does wayfarer say it's "in voting" or "in queue". Usually an upgraded nominated can get stuck "in queue" for a long while if there's a backlog, but finishes rather quickly once it's moved to "In Voting"
No, but there's plenty of inexperienced players that don't really understand how "in queue" differs from "in voting", particularly if they a never had a nomination in voting before. So, we ask to make sure we're talking about the same things.

It might be just that you have bad luck and you live in a dry voting zone so even upgraded nominations might take a long time being reviewed. But it's easy to check - did your friend nominate in the same town as you? If yes and his nomination were accepted as you mentioned earlier, then you're not in dry voting zone. If he nominated in different town, then his town might be in the other cell of voting that gets much more reviewers than your cell and you might be in dry voting zone. But it's still hard to say without any more information.
In addition to what @Maxyme99-PGO said: if you don't have any stops in your town, I'd suggest nominating the "ideal" things first: churches, statues, sports fields. These are usually easy to identify only using Satellite view on Google Maps, so these should fly through the system much quicker.
Murals and other things that can't be easily verified to exist without Street View can take a much longer time and are much more often rejected. If I were you, I'd only start nominating these if all the "perfect" candidates are already in the game.
Yes we nominated in the same town, we was together. Upgraded nomination is big monument for fallen soldiers of civil war in EX Yugoslavia. Located on town square, most perfect nomination in my town. Thnx for all info guys.

Yeah its upgraded. My friend and I submitet few poke stops same day. He got all accepted. But all nominations I submitet are still on voting.

Well my whole country is almost without street view lol. And Im first to nominate poke stops in my town. We have 0 of them
