Flag Return Box?

Okay, so I have multiple issues with this nomination as it was posted, but aside from the specifics of this particular submission... what's everyone thoughts on dedicated boxes for returning used/damaged flags for proper disposal?
On the one hand, there's a bit of cultural significance to disposing of flags in a respectful manner, but on the other hand, I am inclined to treat these like "blessing boxes" or donation bins.

This doesn't appear to meet any of the criteria and the cultural significance angle is greatly overstated. But wouldn't these also overlap with American Legion outpost or other veterans centers? Both of which make great candidates as centers of social networking/gathering, community building programs, and promoting patriotism and honor.
I have been considering submitting a flag collection box in my area that was specially installed and decoratively painted as an Eagle Scout project. I was not sure even that would be acceptable.
If it's permanent and painted in a decorative way, and by an Eagle Scout project, that adds visual and cultural significance and makes it more likely to be eligible.
If the box wasn;t some special Eagle project or visually distinctive, I don;t think it would meet any requirements on it's own. It's just a place to drop off flags for retirement, not a social gathering spot or an info center like a LFL would be.
