HOW do I have to send the proposal? ... a square
If I send the photo of the square, they don't look in map at it and they reject it.
If I send where the name of the square appears, they reject it. "Nomination does not meet acceptance criteria, Photo appears to include a recognizable license plate.

You need to put the pin onto the sign. The sign will be your anchor for the POI.
And what photo do I have to put? because I have already posted 2 different photos and they reject it because one is a plaque (with the name of the square) and the other they tell me that the square does not exist.
Lets see your whole nomination with description and supporting info, we may be able to help you improve some aspects of it if we see the whole nomination

First of all you literally have almost nothing to help your plaza meet criteria in supporting info. Other than visible on maps. I would add much more to that. Is there any events held there, what things the community does at the plaza etc. You do yourself a disservice with no supporting info
This one has just come into review for me. It puts the same type of photo that I have put, so following the criteria of my rejection, I have to DENY IT. Only for the photo provided. Without going into the rest.
Of course, it is a very busy square, many people gather and there are always children playing. It is a meeting place for the community, there are plenty of terraces to have a drink, shop, academy. It is also located on the grounds of an old oil factory. it is a square with history
but the reason for the rejection refers to the photo very specifically:
"Your nomination is rejected due to the following reason(s):Nomination does not meet acceptance criteria, Photo appears to include a recognizable license plate."
You got two rejection reasons here:
1) Photo appears to include a recognizable license plate
and
2) Nomination does not meet acceptance criteria
Someone chose "recognizable license plate", and it's a false rejection (or just a misclick on rejection list). Even if only one person choose "recognizable license plate" and 20 others will choose "does not meet criteria", you will get both those rejection reasons, that's how system works now.
It can be accepted, but as others said here, you must move location to a plaque and add some more information in supporting text about this place - anything interesting that would help reviewers get it accepted would help. Also, if you don't have to wait really long time to get nominations reviewed, I wouldn't really upgrade it, as it might make it easier to be rejected (many submitters noticed thta upgraded things get rejected more often). From my experience, squares aren't the easiest things to be accepted (like often trail markers), and often it's better if local reviewers get nominations like that, upgrading it might just be worse for it.

Thanks for the comments, I will not give it more lapses I will try to improve my proposals, I take note of the rejection to apply it strictly.
And it costs me a lot, a lot that they value in my area, I have to do everything via improvements. I still have proposals without evaluating from 08/30/2020.
I don't know if I'm stating the obvious here, but.. the fountain would be the key submission? I'm sure that would go straight through.
I have to say of the two images, for me, the square is the nicer picture, although both are a little nebulous and so any extra context or backstory that can be added in the text would really help, without any pleading about why a pokestop is needed etc.
Without a backstory I just see a random pedestrian area, at least it is safe :-)
To be honest I'm with @BeyondWorld-PGO , the fountain looks like a much better proposition. It will make for a more exciting picture and there may even be a plaque or some history associated with it.
What criteria do you think it meets? It looks like just a brick walking area. Not a hangout, educational, artistic...
@MargariteDVille-ING What criteria do you think small parks meet? Do you reject them as well? Plazas are places to socialize. You generally have restaurants and bars around and have activities like small fairs or musical or theatrical acts.
Now by all means this nomination can be improved but I'd be hard pressed to reject a place like this one.

So for the golf club generally only the clubhouse is eligible not each hole on the course
Could be, not here to argue who is right or wrong, just examples of awful rejection reason, just randomly selected.
all plazas should be accepted lol they appear TWICE as an example in the criteria page...
Generally speaking most things are not in the category of “should” be accepted. You still have to put forth evidence that things meet the criteria. That is your fault for not giving supporting info to help support your claim for it to be eligible
I’ve had luck with the very first hole of the course to act as a POI for the entire course & it makes it easier to figure out where to start as well. Also the golf course has to be a public course
As long as people have access to it the golf course is valid. If its a private course were only members can play its still valid.
I’ve had good luck with public courses. Private courses I’ve seen get denied for some reason. They sometimes tend to
have residences near the course is why I believe. I agree though, they’re acceptable. A lot of things are acceptable especially with good photographs & good explanations in the description & supporting info for why they should be accepted vs why they should not. I agree with you 100%. What you said above about evidence falls in line with this. With evidence most things can be accepted. Myself, I ask silly questions on here sometimes about whether this or that is acceptable & afterwards I realize I should have kept quiet. Hopefully though it helps someone besides myself. Even if I help one person, I am happy with that.
You’re right though. They’re all acceptable. There’s no argument for which one is or isn’t acceptable as long as the POI isn’t at a private residence at the golf course/club
