Potencie una nueva propuesta para Pokémon go y me la marca duplicada cosa que no es cierta soy nuevo es mi segunda propuesta la primera paso sin conflicto y ahora tengo este conflicto

Do you have any pokestop close to this place? And by close, I mean up to several dozen meters.
If you have one, then it's very possible that this is in the same cell as this pokestop, and isn't visible in PoGo. It might be a POI in other game (especially Ingress), so even if you don't see it it's still in game database. When you nominate it reviewers see it exist and mark it as duplicate.
Ingress player can check it to be sure it exist in Ingress.

If you're willing to provide coordinates, I can check what POIs exists in that location in Ingress. If any POI is the same as yours, then you cannot submit it, since it already exists in the system, though not in Pokémon GO.
Nothing unfortunately. As Niantic will tell you, every game has different Waypoint requirements and not every stop will appear in every game. Resubmitting will not halp as your new submission will be marked as a "duplicate".
