I reported this portal several years ago and appealed it on Google Plus (or whatever it was back then) forums. It was removed, but then it re-appeared again.
First of all, you can clearly see from Google Street View that the fountain is not by the road:
You can look thru history on Street View, but you will not see it. That alone should be grounds for removal.
This fountain used to be inside Home Depot's Garden Center. According to employees there, it was a temporary showcase so that people can see what they can do with the fountains sold at Home Depot. Here's a picture I took inside the garden center a few years ago - that's where the fountain once was, according to employees, but it is long gone:
It can't be seen from satellite map either.
Please remove the portal.
