What to do with duplicate nominations of which neither is in game yet.

So I have encountered nominations of the same stuff many times but most of the time it is already a wayspot in the game and gets marked as duplicate easy, but I have encountered a nomination duplications yet none of them are in game yet, What am I supposed to do here.

You mean you encountered the same nomination twice from two different ssubmitters?
Since it doesnt exist ingame, Id approve both. Maybe the first one got rejected, maybe it got autodeleted due to proximity to other POIs.
I also once submitted something which I found via a review. Since my area has no priority and 2 years waiting times, I submitted and upgraded it. Now the first one got marked as duplicate.
If Niantic is smart, they would count it as an agreement since tecnically it got approved. Niantic normally quickchecks duplicates once two nominations close to each other are getting aproved.

BTW @NianticGiffard something is wrong with this discussion. It says that it has 1 view and 0 comments and is closed. However, none of these facts is true.

Pretty weird indeed! I'll check this with Casey and see what's wrong, it also says the discussion was started by me however that's clearly not the case.

This seems to be normal on moved discussions.
@Raghavchopra-PGO what you mean duplicates? with what you present, there are no duplicates.
just evaluate as usual.
He means that he had the same object twice in a review without it getting approved.
I've had the same Waypoint appear in two submissions a few times. If the POI is not in the game already just review as you would normally and let the Niantic database sort things out. If one is accepted, the second should not appear in game as it will be too close to an existing spot.
