I do not understand why this poster with more than 40 years of history is rejected that still conserves the old Spanish education system and the academy is still in operation and belongs to an association, the academy is not requested but the poster that is on the street and with great cultural and historical value.

I don't see anything about the sign that makes it remotely eligible. Just because something is old doesn't mean the sign is historically significant. And based on the details you give, it is associated with a school, which would render it ineligible as it would fall under K12.
Plus you cant appeal rejected PokeStop submissions.
Its not a school, its a cultural academy
This looks like one of the many "walk-up Language Schools" you see in big cities around the world. If it's any kind of U-18 teaching centre, then K-12 guidelines apply. If it's not a school then you are going to have to provide some information or links for it being a "Cultural Academy", because from what I can see in your photos or on Streetview, there is nothing eligible in your submission. Just because a tatty sign has been there a long time does not make it eligible.
If you think you have enough information to prove this makes a good Waypoint then post it here for comment, but at the moment I agree with others - invalid nomination.
Of what the photo is showing, that is clearly NOT a historical poster. It's just a name place in a foreign language.

It is a formation academy, not a typical language school, in which up to public examinations are taught to be a state official, the academy has been open for more than forty years, I can add an additional photo of the entrance of the academy itself, but I think that there is enough additional information in the link that I have provided.

First of all: based on the Facebook page of the academy, this appears to be aimed at children under 18. This alone would make it ineligible under K12 rules.
If you could prove that it's primarily for adults (which will be hard because it doesn't even appear to have a website), you're still looking at the "is it eligible?" question, and frankly I don't see its particular historic or cultural importance that would make it stand out.

And it has been running for so many years that it still has the old Spanish education system on its poster, which is why it also makes it especially curious as wayspot.
The most important question is: Is it primarily for adults (18+) or children (18-)? If it's primarily for children, it's ineligible, plaun and simple, end of discussion.

So that means it's primarily aimed at adults? I really, really don't understand why it's so hard to answer with a simple "Yes" or "No".
