I've done at least 20 reviews in Moscow. And none of my subs have been upgraded nor upgrades been added to my account.. It's been 2 hours. I can send proof of this - I'd like the upgrades lol - thanks.

Are you on about the 5 free upgrades for completing the challenge? If so, those won't be credited until the event ends.
