The POIs accepted but that do not appear in PoGo or INgress (mainly due to accumulation of pois) ... are they lost in limbo? They will never appear, right?

If they are closer than 20m to an existing POI, they will never appear as long as you don't resubmit on a different location or edit the currently blocked POI. However, only do that when the blocking POI is mislocated or your submission is an area like a playground, athletic field, or similar candidates. Otherwise, you might get in trouble with Niantics anti-abuse system.
Unfortunately the email from a Pokémon GO submission doesn’t tell you if something is too close to an existing POI. If it has not appeared on Ingress then it was too close.
In Ingress, you will get the "too close" message. I dont understand why PGO Mails not having such a message.
It is strange that Go doesn't have that. The one time I got the message about being too close, a piece of art located on the sidewalk, was blocked by the business it was in front of. That business then closed and was removed from the game. My poi did not magically appear at that point. So I am pretty confident they just get binned and have zero effect on any games.
