What is the official way of doing this challenge?

Niantic only wants locals living abroad to change their location to Russia so that it can be reset. However they are putting a bjg goal out there that's impossible to meet and peuple wouldn't want to put their bonus location since it can't be changed for a year.
So which is it? Is everyone violating the spirit of the game/challenge or does Niantic want us to break their rules?
Not expecting an official answer but still worth a try.
No everyone is welcomed to join the challenge. Otherwise, this is not a challenge but normal wayfarer.
The challenge is to get as many wayspot approved in Russia in a certain period of time.
But if not everyone is welcome then 95% of people on this forum and elsewhere are abusing the rules. Got it.
No one is abusing the rules unless you join with the only intention to review one nomination and get the rewards.
The rules are that everyone is allowed to participate, they have removed the restriction to change the home location and will allow it again once the event is over. If they really wanted only a subset of players to take part in this event, they would have said so.
So then why would the official announcement say:
"For this challenge, we will be reducing the cooldown periods and increasing the limit to change your hometown settings if you are a local but living abroad."
This wording does not encourage people other than native Russian to change their home location.
Because Niantic is strange sometimes.
There has been plenty of people in these forums asking about changing Bonus location, Home location to participate in this event.
If Niantic didn't want non-Russian players they could have replied so at least to one of them and they didn't and you're focusing on a "commercial announcement" that tries to call other Russians living abroad to help in this event. They never said that non-Russians are excluded.
