Cheater pokestop Cluster in Moscow

This is a cluster, that made some Pogo players for farm. It's a historical place, town-heroes of WW2.
the portals of these monuments stood in a row as they really are. Now, thanks to several personalities and collusion in Wayfarer, these portals are in disagreement anyhow, but each of them has become a PokéStop!
it is wrong and breaks the rules. Players congregate around this cluster and obstruct the passage of tourists. The police have to kick them out of the grass, because it is forbidden to sit on lawns and fences there. I consider this a sacrilege to monuments and memory.
I am attaching screenshots of the map of how these monuments of the hero-city should stand and in what order they should be. I ask you to remove unnecessary PokéStops and arrange the portals in a row as they were several years ago.

Dear Nia, before that you approve this request, I would like to draw your attention to my comment. We, the Pokemon Go players, very honor our veterans and proudly remember people who fought for peace not only in our country but also around the world. Hero-cities for us are not just points in the game, but real monuments to all those who gave their lives in these cities. Every city, every monument is important for us. If you remove some of them from Pokemon Go, as well as other games - this is the real disrespect.
We would like that people who will want to play one of the ar-games in the center of Moscow will remember the history of their homeland, and tourists are also learned interesting information for themselves. After all, the system that you created was supposed to draw people's attention to the historical objects among us. We would like that people to know that not only in Stalingrad there were battles, but also in other cities, such as Odessa, Kerch and others, and if these very cities are in the game, a person will have it in their memory. Moreover, we would like that all cities become pokestops in all games, so that the memory of real heroes who gave their lives lives for the piece, will alife forever. Thanks!
Yes this place is specially created farm for people who enjoy walking 100m circuit 8 hours in row in the same place just because of fake-maded lots of close standings pokestops, instead exploring the city. In events days this historical place is overloaded by players who wants just grind as more as f, so tourists and local visitors feelling confused.

Nothing of this changes the fact that the cluster got abusively created. You still abused the system with submitting POIs at the wrong location or edit the location of existing POIs to a wrong one. Thats conseidered abuse and thats all that Niantic cares about.
History or the wish of playing more intense is not an excuse for abusing.
Also, you dont need to be there in person to see that this is abuse. Noone cares about the "rules" of the area the POI is on, its all about the criteria in Wayfarer. If a POI is eligible, then its alright. But a POI wont be ineligible just because you cant sit in fences.
Also, Niantic wont delete POIs, as long as they could just simply edit their location. Maybe this is the way to go.

If this cluster of Pokestops was created via edit abuse (create or move a Wayspot elsewhere and then move it to a different location once the Wayspot was added to Pokemon Go), then it does need to be looked into.
@NianticGiffard, can you escalate this to the abuse team?
It would be really disrespectful of Niatic to the memory of our grandparents and great grandparents who fought and defended all those cities from Nazis during the Second World War to delete any existing pokestops in this location. Every single pokestop with the name of a heroic city should be treasured. I know a lot of poketrainers who travel from all over Russia and even bring their children there to teach our history and spin those pokestops in order to get a gift to send to their friends. Is it not the purpose of the game to draw players attention to the spots like those?

Excuse me? There’s no abuse. When I go there, I see the names of the cities in reality and the same pokestops in the game. What’s wrong with that?
Its a nice big park in historical heart of Moscow, there are always crowds of tourists and players. All wayspots placed on its proper position and that points mark significant historical events of WWII.
As far as I can tell, the portals are too close to be legally added via ingress, the 20 meter rule cannot be perfect in this situation, hence there is abuse by players of ingress and hypocrisy at the same time
Some of the points mentioned in the topic are downright lies. I used to play almost every day in this park for 4 years and never once had any trouble with the guards (actually some of them started to recognise hardcore players and smiled at us, asking "Catching monsters, huh?"), so basically there was always an air of friendliness about them - and that's saying a lot when it comes to law enforcement in Russia.
The part about warning people off the grass is also a lie - a lot of tourists and natives who are not PoGo players would sit all around the park in summertime; in my and my friends' experience we've never once been approached on this issue.
The person who wrote this claim seems to have a malicious intent as their priority.

I myself saw how at the last event the police went and drove everyone sitting on the grass near these monuments. the same rule applies throughout the park. Smacks of lies

Sorry, but here is no way for that many Wayspots (much less Pokestops) can be created so close togother unless location edit abuse was involved. First, there is the 20m rule that prevents a Wayspot from being created within 20 meters of an existing Wayspot (noted by the green circles). On top of that, Pokemon Go has an additional restriction of only 1 Pokestop per Level 17 S2 cell (noted by the white lines). Someone had to have created those Wayspot at false locations first and then moved them to their present locations. Doing that is abuse and Niantic does take action against this type of abuse.

I cannot agree with you. I am not talking about that situation, but we all know at the beginning of ingress 1)sometimes it was hard to submit a portal to a proper location. 2) some agents intentionally submitted portals(or edited locations) to wrong coordinates to have a way for a better linking/better farming. So in theory, it could be so many pokestops without any abusing if the original portal locations were incorrect.
But what you just described is considered abuse. Intentionally misplacing objects in order to gain advantage. And non-intentionally misplacing that many POIs is highly unlikely. Especially because they would need to fit with S2 cells. And you should know where you are, in a park. So placing the nomination outside of it would be extremely stupid.
I do think that those POIs were abusively added.
