Rules and Regulations Sign Rejected for "explicit or inappropriate activity"

I am guessing nobody will be able to give me ways to improve this submission. Are voters stupid? Oh right they mostly are since I get good things denied all the time. I mean fine, the sign is a little faded but this in Phoenix and the sign faces west. The second reason that was given was "this nomination does not appear to be historically or culturally significant".

A rules sign is not eligible on its own. In some cases, a rules sign could act as a proxy for the park itself, but only when there is not a better proxy for the park (usually a park name sign).
The reviewer(s) who chose "inappropriate" likely meant that they didn't think it met criteria and was therefore an inappropriate location for a wayspot. The description of the "inappropriate" rejection reason within the Wayfarer reviewer interface leaves something to be desired.
Last time I checked any rules sign at a park, or place of interest to the public is elligible under current Niantic guidelines as they are a point of interest for information to the public. Every rules sign I have seen at parks, lakes, or city plazas are points of interest to the public because they state what you can and cant do at a location. It sometimes gives info of the location you are in and when not to tresspass. Therefore if you submit them they should be solid nominations. If they were not valid, almost half of the park submissions around the world would be deleted from the waypoint network so we know that cant happen. The problem here is lazy reviewers or people who just want to deny things or dont feel its valid when it is and cost people a good nomination.
In that case, you are not checking the correct place. The criteria state that a wayspot must be a great place for exploration, a great place for exercise, or a great place to be social with others. It should be very obvious that a simple rules sign is none of these things. No one goes "oh, this rules sign tells me so much about the community, now I know that they don't approve of off-leash dogs." Similarly, they don't go "hey, this rules sign is a great place for me to go for a run," or "hey, I had so much fun hanging out with you at the rules sign." Just because something is useful to the public or is located in a park doesn't mean that particular item meets the eligibility criteria.

This is not correct. There are many, many, many wayspots around the world that shouldn't have been approved or that aren't valid nominations with the current criteria, but that doesn't mean that they can be removed due to that reason.
In order to remove a wayspot it must meet one of the removal criteria (K12, obstruct emergency services, doesn't exists, ...) You can find them by trying to suggest the removal of one wayspot from the game and you'll see the list of options that Niantic provides.
That would be incorrect. Rules signs are not eligible because they simply do not meet the criteria. They are not places to explore. They are not places to exercise. And finally, they are not places where you socialize with others. Park name signs are only eligible if they are used as a proxy (or physical anchor point) for the park as a whole. (Parks normally meet all three of the eligibility criteria.) Just because you have seen other ineligible Wayspots doesn't set prescience for another ineligible Wayspots to be approved.
I have never seen a rules sign as a waypoint, let alone them being 1/2 of park submissions
This is on the south side of the same park. It was approved easily.
In that case you other nomination would be a duplicate of this one. Two identical signs for one park is a no.
That park is 4.5 miles around - 1 sign in 4.5 miles? The sign I just showed you is on the south end of the park, which is separated from the above nomination by a lake that you need a boat to get across. Alternatively you could walk a mile west to get to the nearest street, walk over the river on the car bridge, then walk another mile to the east to get to the other sign on the north side of the lake. But there are other things I can nominate and I will do just that.

I meant I personally have never seen one in game, so how will that mean half of park submissions would be deleted?
