Why am I reviewing submissions from 1200 miles away and not local submissions?

I live in South Florida. So why am I asked to review submissions from NY when I know personally of submissions in my local area I have never seen to vote on? No wonder submissions that used to get voted on in a month or so now sit in Wayfarer purgatory.
I know of 10 submissions in my local area that I have never seen that I know from talking to other players that are still in "in voting" and have been for months I have never seen or been allowed to vote on. Can someone please explain why?

Are the local submissions upgraded? I am guessing the one in NY was upgraded and the local ones are not. Have to upgrade if you expect them to go through in a timely manner. I learned that the first week.
It is likely that those submissions have been upgraded. I am in Madrid, Spain. I regularly have to review things from Gibraltar, which is 750 km away. Never been to Gibraltar.
To prevent abuse. If one got to see only or all of one's hyper-local submissions, the potential for abuse would be huge. Which is frustrating for non-abusers, of course.
Because players 1200 miles away will review nominations in your local area.
Those would be nominations that have been upgraded.

With the Russia Challenges upgrade rewards rolling out, this trend will likely continue. I expect to see very few local candidates for a while since so many reviewers in my country have extra Upgrades to spare. If your community has things languishing In Queue/In Voting, I'd advise helping those submitters become familiar with the review process, so that they can earn upgrades of their own.

Same -- there needs to be a default that if a nomination hits a certain age, then it is presented to more reviewers to look at.
When I have brought this some with Niantic Support in the past, they say the nomination hasn't got enough votes yet. They still don't understand there that it doesn't have enough votes because no one is getting to see it for review purposes.
