Someone ever thought that 95% of these submissions are not done on purpose, and people just do not know what and how to submit, because they never read a manual?

Of course. But Niantic won't bother implementing a test.
If the options are scaring away submitters with a bare minimum of an entry test, vs scaring away reviewers with the sheer amount of horrible nominations we're required to review - then the obvious choice for them is keep the submitters around. A bunch of low-quality wayspots generate more money than a handful of high-quality wayspots. That's also why abusive clusters of wayspots are allowed to stay as they are (at least in several cases I'm aware of).
it is the easiest way out for Niantic. They do not need to do anything, which is what companies like. They give you a chatbot if you are seeking advice, they wont read any emails, and, as everyone can see here in the forums, well - i do not need to say anything more.

It took me less than ten minutes today to get three blatant residential submissions and this one with an infant in the supporting photo is particularly egregious.
I think the test should be unique & not set up where they can get on YouTube & find the answers. If they make tests unique & use all of the millions of accepted submissions as criteria for the test people will know how to make a perfect nomination by the time their done with the test. I believe before you take the test it should be mandatory to watch a video called, “How To Submit A POI”
I'm tired of people still exposing other people's nominations here. In the first place, the Community Guidelines state the following here.
Never violate the legal rights (including the rights of privacy and publicity) of others.
Never expose players’ identities without their consent (“dox”). This includes any information about another user’s identity, including their name, phone number, email address or physical address, even if a player discloses that info first.
Most nominations from people who want PokéStop at my house do not meet the Wayspot criteria. However, most of the people posting in this discussion do violates Community Guidelines. Nomination for a house PokéStop means that you have a house nearby and you are exposing the privacy of others. Some people have said that it is the nominator who is exposing his or her privacy first, but there is a principle in the Community Guidelines that even if a player exposes his or her personal information first, it should not be exposed without the player's consent. Niantic@NianticGiffard et al has forgotten this principle too, so they have neglected to control of Wayforum posts and and I have had enough.
If we were posting a nomination where we said “I know this is @NorthSeaPoet-ING ’s nomination” and thus it’s their address in the nomination, then I would agree that this breaks that rule.
However, when I started this I was leaving out addresses and we were told by Niantic to include it so they could take the relevant actions.
In the images posted, we have no idea whose address that is, so it’s just a random house/address to anyone looking at it. For Niantic, they can look through recently nominated POI, and photos submitted by users, to then pin it down and take action.

I still say, a check box to confirm you’ve read the criteria, before you make your first submission. If you submit garbage after that, 3 month ban.
