First of all, according to Universal Studios staff members this plaque used to be close to the entrance to Jurassic Park ride, somewhere in this area, and definitely not in the area across the road, which is not related to Jurassic Park/Jurassic World attractions:
Second, again according to staff members, since they changed the ride from Jurassic Park to Jurassic World (https://www.universalstudioshollywood.com/web/en/us/things-to-do/rides-and-attractions/jurassic-world), they removed this and other plaques.
Please remove the portal, or at least put it in some spot closer to entrance to the ride, which is here (at least it used to look like this before it was changed to Jurassic World):
