First of all, according to Universal Studios staff members this plaque used to be close to the entrance to Jurassic Park ride, somewhere in this area, and definitely not in the area across the road, which is not related to Jurassic Park/Jurassic World attractions:

If you look at the portal picture:

...you can see bamboo trees and people sitting down (the second portal photo shows bamboo trees right next to the plaque).

There are no bamboo trees or benches here:

There's a fence, though, between the road and the main park:

This road is either employee-only road (then why would they put 2 signs for everyone to see and 1 sign just for employees?) or can be accessed by Studio Tour tram (but they have plaques like this along the road - https://intel.ingress.com/?pll=34.139597,-118.355702, and again - why put 2 signs in one area, and 1 sign in another area where you can only see it from a moving tram and it wouldn't even be a good way to see?)

Kinda doesn't make sense, does it?

Also according to staff members, since they changed the ride from Jurassic Park to Jurassic World (https://www.universalstudioshollywood.com/web/en/us/things-to-do/rides-and-attractions/jurassic-world), they removed this and other plaques.

Please remove the portal, or at least put it in some spot closer to entrance to the ride, which is here (at least it used to look like this before it was changed to Jurassic World):
