Temporary enclosures on building sites (Case at Shibuya)

I am pleased to inform you that I saw two "temporary object" that are online as waypots.
Of note are the following two Wayspots which are ONLINE in the immediate vicinity of the application.

In Japanese, "ダンクシュート" means Dunk shot.
In Japanese, "シブレンジャー" means Shibu(ya)Ranger.
As you can clearly see from the photos, these were painted on a temporary wall that temporarily surrounded the construction site.
They only appeared here temporarily during the construction period.
A quick read of the words in the second "シブレンジャー(*means SibuRanger)" photo will help you understand.
The word "ぼくたち、工事の間、ここを秘密基地にします!" in Japanese means "We're going to make this our secret base during the construction!".
As for this "ShibuRanger", the website "Shibuya + FUN PROJECT" announced the official comment.
The following information is clearly indicated
"As one of the lessons of Kuwasawa Design School (https://www.kds.ac.jp/)
I proposed the design of a temporary enclosure for a construction site."
Please note the date on the website "Shibuya + FUN PROJECT" announcing the official comment.
The date of the article announcement was 10 December 2014.
Next, please see the Wikipedia page (in Japanese only) on the subject of the application, Shibuya Scramble Square.
You see the words "着工: 2014年6月(*means
Construction starts: June 2014)" and "工:2019年8月(*means Completion: August 2019)".
The building work on Shibuya Scramble Square at this location was completed in August 2019.

In other words, the aforementioned "ダンクシュート(dunk shot)" and "シブレンジャー(ShibuRangers)" were only painted on the temporary enclosure for a construction site for the building's construction site.
The temporary enclosure for a construction site that surrounded the area where Shibuya Scramble Square will be built has, of course, already been removed at the end of the construction period.

No longer does the building site with its temporary enclosures, where "ダンクシュート(Dunk shot)" and "シブレンジャー(ShibuRanger)"were painted, exist in this place.
From the above, it can be proved that the construction of "Shibuya Scramble Square" was completed.
Therefore, it can be proved that the aforementioned "ダンクシュート(Dunk shot)" and "シブレンジャー(ShibuRanger)" were merely pictures painted on a temporary enclosure and, if we were to try to classify them, they were only "temporary object".
There are people who have applied for this service, knowing that it is obviously temporary, and people who have approved it.
Can you investigate this matter?
