We really need more clarification from Niantic on this topic. I had an indoor nomination rejected today for no real reason. “Inappropriate Location”. I even made sure to note the fact that the door is visible in the supporting details to shows it’s got safe and easy pedestrians access.

At the rate they are going I'm going to start my own weekly thread regarding broken upgrades. I tag them every Monday and every Monday I am ignored. Thank you @Gendgi-PGO posting this and bringing more attention to this issue. Even as someone who is both a Pokemon GO and Ingress player its causing other issues as well. So getting this fixed should be a top priority.

Changing how nominations without other necessary changes is going to put more burden on Wayfarer reviewers who already are doing a service by reviewing. While I understand that an Upgrade doesn't guarantee a timeframe for resolution. You mention it makes it more likely to appear in someone's review queue.
