Is it still a hot topic? We used to have that before, with Ingress players stating "pokemongs accept every portal without even caring about quality, they just want stops". Third party pictures are easy to detect and are easy rejects. I can see the problem you're bringing up, but don't remove remote submitting entirely: If the photos were taken on the spot by someone who went there, that submission being done from home isn't a problem.
