When there were initially no reason in German, i put my Smartphone in english and submitted it, then there were also english Mail. And why don't you check properly ??? Your are absolut right, but most of them (including myself) rate them on their Smartphones. For ME it is simply more pleasant, smaller translations, searches on Google (stumbling Blocks/Stolpersteine, memorial entries), are done quickly or if you have a long wait, you can use it that way.
