You are absolutely right. They used to be eligeble but with the current criteria they are not. Unfortunately the PoI's are not automatically removed when no longer eligeble, so you should report them (can be done ingame or in the forum) when you encounter them.

Wenn es mir passiert versuche ich ein Wort nach dem anderen zu löschen bevor aufladen. Meine Vermutung ist, dass es Einer dieser Wörter sein könnte: Zweck, woher oder gegen. Sagt uns gerne welches Wort es ist wenn du es ausfindet!

If there are any other recognisable structures on maps nearby, see if you can include them on you supporting photo. Then it should be okay. I sometimes mark things out on the supporting photo with arrows, text or colour to draw the reviewers attention (I'm too old to photosphere 🤭)

A mile marker could eligeble (someone will correct me if I am mistaken). Give it a try. Just don't put 'pokestop' in your description, some people take offense because you nominate a wayspot not a pokestop.
