Invalid wayspot reports have been weaponized for as long as I can remember, and I'm approaching my 10th anniversary of playing Niantic games. I think the main question here is whether this is a unique piece of art or whether it is a mass-produced wall decal that was stuck on the wall. If it was hand-painted then it's 100% eligible. It's hard to tell from the small photo but to me it looks like decals.
