Yeah. I'm agreed with @Elijustrying-ING's interpretation that "safe" is what we're intended to be rating, not "access". Since Niantic will never clarify, though, everyone will have their own interpretation.

It only matters single family, or no. If one family is in one row house, it's considered PRP rejection. If two families are in one row house, it's now not PRP rejection. This us a very tricky difference to prove in practice, imho.

If you've submitted multiple times, the abuse rejections might be coming from people who have already rejected it several times for other reasons and now view the submission as spam. I'd follow the advice given above and wait a few months before resubmitting with changes.

I tested an appeal on a bench with a scenic view and it was just rejected. (Just to let you know an appeal is probably not a great bet either, not saying that rejection reflects how reviewers should vote on them.) I was able to do the survey on an Android phone with no problems just now. I was able to put in 0 as my level for Pikmin. I'm not over 75, so I didn't try that. Don't know if it works for everyone, but if you have an Android phone and had issues earlier, they may be fixed.
