Honestly, I'd rather have them not engage than the situation you describe. My vote (like Niantic cares, lol) is a dedicated community manager who does that as their main job not as extra work they gave to squeeze in after their main tasks for no extra pay.

You can definitely give them 1* for uniqueness if you like. That's not the same as rejection.

The trail markers may not be very attractive, but they're worth visiting for exercise, even if the trail they're on is also not attractive. "Explore" isn't the only eligibility criteria. You also have to keep in mind "excercise" and "socialize".

You'll need to show reviewers that it's somehow unique or special to the area. You can provide links to articles about the restaurant's popularity or history if there are any. If there aren't, it probably won't get accepted.

Memorial benches are one of those things that used to be eligible, but are not anymore. That's one of the reasons you can't really guess what is eligible just by looking at what is already in the game.

If you get a review that's outside of your usual reviewing areas, it's probably an upgraded submission. As far as review speed, large cities are definitely slower than most small towns or rural areas. I know in some places portals are much closer to each other. Those are there mostly due to position edits or occasionally bugs in the inclusion rules.

In Ingress, the cells are not used. Portals must be more than 20m from each other. Additionally, there was a big event in Ingress recently. After that event, no new portals appeared in Ingress. I don't know if the problem is fixed yet. You can find more information on the Ingress message boards.

Download the Google Streetview app. That makes photospheres and adds them to Google Maps. Reviewers see them when Niantic loads Google Maps during the review process.

If you want to nominate the trail marker, you'd do well to focus on it and leave out the sheep. If you really love the sheep, you could try nominating the sheep sign instead. I don't see a way to get them both in one nomination.

Edit agreements don't show in those totals. If you had a count of those, they'd probably get you up close to 100 per upgrade.

It means Niantic has some problems keeping things organized and updated. I personally think the menu is out of date. I suppose it could be an omission from the criteria pages, but when they released the update criteria they stated in an AMA that natural features are now okay.
