I worry with that would cause those reviewers only looking for upgrades or medals to just one star 200 submissions per hour. They would probably still get a 30-40% agreement rate. I would consider each one on it's own merits. Not all stencil art is created equal. That said, I am very careful before accepting one's on utility boxes. Utility box art, like Stolpersteines, have become the 'go to' for fakers here in Europe.

I usually use my full quota of 'skips' when I'm reviewing. My reasons for skipping are many and various. Quite often it is simply that the POI is so boring that can't be bothered to review it. My rating remains 'excellent'. Using skip doesn't affect your rating.
