The criteria for removal are not the same as the criteria for being added. If you think a portal should be removed, you need to cite which criteria for removal you are invoking. I think there was a recap of the removal criteria in the recent AMA.

Is the house it is attached to a single family private residence? If so, then it doesn't qualify as a portal.

I used to do a lot of portal appeal research back when it was still on the Ingress community site. This is one of the most complete and well researched appeals I've seen. It looks like this portal might already be gone. The Intel link shows only 1portal and that is "water woman" (which also appears to be a shop bought statue in the garden of a private residence).

Unless the rules have changed recently, a portal doesn't have to be accessible to everyone to be valid.

My advice is to use the Google streetview app to make a photosphere on the spot, wait until it goes live (it can take a few days) and resubmit your appeal. This worked for me many times.

I believe this should be reinstated but my hopes aren't high. I would suggest using the Google streetview app to do a photosphere from the football pitch, showing the fencing that separates it from the school and the attached pub. Photospheres have helped me get portals reinstated in the past. That pub actually looks fun.…

You need to report the portal via the app. If your request for removal is denied, then you can appeal that decision here. Good luck.

It is attached to the wall of a single family private residence. Even things that are attached to the public side of garden walls or garages are deemed by Niantic to be on private property. Sorry, I very much doubt this one will be reinstated.
