Yep -- Upgrade Next doesn't mean it is upgraded. I'm also not thinking that particular nomination has a good chance in getting approved, so you might want to reconsider using (and potentially wasting) an upgrade.

I use them in certain areas where I know the average review time is long, and I'm reasonably comfortable that they are going to be approved. Or use them by the immediate vicinity of where I live since I know I can easily take advantage of due to proximity.

Concept is OK, but there are too few prizes and they aren't significant enough. Especially since they really don't cost Niantic anything. Another challenge I'm going to skip.

Unless Niantic commits to having more resources in the back-end to deal with the appeals, it doesn't make a lot of sense to increase the number of appeals that people can submit. Best you just resubmit the nomination again.

Good job in researching this. Hopefully Niantic will severely deal with the people who have submitted the nominations. I'm guessing they have nominated other fake points of interest in other places around the world as well.

I've had some great nominations with pictures taken at night all approved on the first attempt. These have been pictures where the background lighting was excellent and the lighting showed off the point of interest much better at night versus daytime.
