I don't think the exact "quarantine" area is known, but it's much smaller area. Surrounding level 18 cells would be my rough estimation.

I really, really, really don't want to waste my time rating photos of places I have no connection to. If photo/photos are clearly abusive/false/terrible, choose to remove those. If all are ok, just choose "all are fine" and let the locals decide what photo they want to see.

For me it's case by case. I usually consider club houses and pitches separate Waypoints, but sometimes they're clearly one unit -> duplicate. Not propably helping much, sorry.

Those places might have common area facilities that are eligible. Beach volleyball fields, gazebos, grilling places, playgrounds, garden sculptures, fountains, information plagues, nature trails (national park) etc. I'd start by checking the satellite maps and marking possible candidates for later inspection.

For me dance studios can be eligible, "great place to exercise" criteria mainly. I hope/assume the pin was placed in the entrance to the park trail in the end of the avenue? Close to PRP, but the location should be ok. Other problem is the generic park rules sign. While I occasionally curse old photos that are impossible to outvote, I wouldn't like the reset. Those old thumbs also tell about the "history" of the portal. For same reason I also dislike people trying to remove "bad" photos from the gallery. (Obvious trolling photos are a different thing.)

If you want to improve your own and overall situation a little. Withdraw your lamp and fire safety equipment nominations. Those are clearly not eligible and make the queue longer for no reason will be a waste of your hard earned upgrade

Depends on the area. Some areas are fast, some may take over a year. If you can find a local Wayfarer group, they may give a better estimation. Familiar feeling. Changing bonus location to more exotic (for me) areas has given me a temporary relief from boredom and motivation boost.
