You can right-click on the picture to do a reverse image search. (In Chrome, select "Search image with Google". I've found LFLs and other things that way. Then I mark the review as abuse. Niantic can ignore or pursue that rating - if they want.

I thought appeal queueing has randomness, is not FIFO. The queueing algorithm could have changed in the past year, but I'd be surprised if they put developers on that (in lieu of other things). If a wayspot is on the real-world item that it represents, you can't move it. Niantic considers that abuse. Niantic built an AI to pre-process nominations before sending them to the community for voting. The AI doesn't like pictures with a lot of nature in them. Try again but zoom in on the sign. It'll make a better portal picture that way anyway.
