Trails that are exclusively for cycling only might not be allowed as it wouldn't be deemed as safe pedestrian access, if you're not supposed to be walking on them. I've only ever seen two cycle trail markers in the games and they're both the Star/Finish points for the Way of the Roses in North England.

Yes, wayspots on public property are allowed if they meet criteria and have safe access. If they don't meet criteria/have safe access, then they're not allowed.

The issue with tracking photospheres is that it will be more than just reviewers that can see them, so the numbers could be sketchy at best. A few people I know have done photospheres for their submissions which have views bordering on the tens of thousands, and photospheres I've done are lucky to hit 100 views
