  • I retired from a State Highway Transportation Agency as a staff engineer. A dirt or gravel county road is a low volume, low speed road and pedestrian traffic is allowed. I have read the laws 1850's to present day (-5 years) on Road and Highway. creation. And been to too many project meetings and know all kinds of stufffff.
