Netherland are Zaragoza are completely different types of abuse. There's no evidence Zaragoza was involved in any botting and as far as I'm aware all their waypoints were real.

There is no removal bot. Floor tiles are some of the most faked, misplaced, stolen, vandalized waypoints in the Netherlands and it seems Niantic has taken abundance of caution whenever they come across these. Whether you agree its warranted or not... you have abusive users to blame for this.

Use Your Best Judgement As I have stated several times, @Tintino001-PGO has confirmed to me that using P&D is proper use of my Best Judgement when reviewing a light pole in a parking lot.
