That is not what Inappropriate Location is supposed to be used for. If the reviewer can't find it at all, it should be rejected for "Mismatched Location." Inappropriate Location refers to adult-oriented places that don't fit the culture of Niantic games: stri-p clubs, liquor stores, tobacco shops, etc.
