I think that's temporary. That address is for some kind of stadium. The way that thing is sitting on the ground with only wheel blocks, makes it look like it's not permanently secured. There are some permanent displays of decommissioned aircraft and tanks near me and they're all very well secured to the ground.

To be honest, at this point I am more than comfortable saying that Niantic reviewers don't know the criteria and should not be considered experts. Do anything you can to keep them from reviewing your nominations.

I would not mention anything about needing to pay money to belong to the association to use the pavilion.
