I've submitted in both small towns (in NY) and in the Las Vegas area. The difference in turnaround time is ridiculous. My submissions from Friday are in game now, here: my Henderson Bird Viewing Preserve nominations took months to get voting agreement.

Why? Currently in Pokemon Go, one can scan stops and gyms to increase rewards. Gold gyms do give greater rewards than gyms one frequents less. Basically everything one gets from Wayspots that are Pokestops and Pokemon Gyms is free stuff, and more free stuff. How does giving out even more free stuff help Niantic?
