If it was not in the correct location, then it's not mistakenly rejected (for being in the wrong location). If you appeal the rejection, it will be validated again, in the wrong location. Best practice would be to make a new nomination, this time in the correct location

correct, I've come accross wayspots where the location is 20 to 30m off the actual location. Ingame we can only correct for about 10m, so I don't bother attempting to change it...

Unlimited quiz attempts is half a joke, 15 minutes between tests is ridiculous. You could at least keep the 30 days between attempts. Or even better add 30 days to the waiting time per attempt.
