You can't appeal here. I would suggest appealing if you have an available one and want to use it, otherwise re-submit. It likely got rejected for being in a hospital, and perhaps the military base too. Hey I know the area well, I submitted most of the stops on base there. I will say, it doesn't look like that "pond" has any kind of sign and is gated off. I would say it's ineligible. Since it's a "natural feature"/wastewater retainer pond that's just meant to prevent flooding and such, not meant for any other use.

So I opened my IITC to see that the Dutch Loop Playground has been moved to it's correct location. However the Sicily Drive Playground is still there on the empty grass near a house and this is a fake/duplicate that needs to be removed.
