It's not a footpath or bicycle path, it's just an alley in the Veteran Memorial park. The park can be nominated, but trying to nominate each alley is borderline abuse for spamming ineligible things.

A postbox like this have nothing historic, it's a standard postbox that can be found everywhere around the US. It's a manufactured standard object with nothing eligible. You have been lucky with your reviewers, when I reject that, usually it's with the reason fake nomination/abuse.

Why not. But first the problematic quality of the submissions should be addressed. I agree with you, if we only have quality Point of interest to review, a cool down can be applied if there is too much rejection. Say that to them. It's not us who put trail markers each 1/4 mile AND specific 911 on same trails. And as you can see above there notice say "they are not mileage markers".
