I don't know the current distance limit for edits in Ingress, previously it was possible to suggest an edit for any place on Earth and later it was restricted to some Km, and so it might be possible for a single player to send edit suggestions through all their state if that range is large enough.

They might have checked the meta data of the photo and as it doesn't match a mobile phone they thought that it was copied from somewhere else.

Who is being abusive? It's hard to tell, some wayspots are reported, but only some "special ones". I don't think so. It looks just like a small patch of grass and the important thing is the building. And even if it is approved it might not appear in Pokémon go if it is close to those existing wayspots
