I don't know the current distance limit for edits in Ingress, previously it was possible to suggest an edit for any place on Earth and later it was restricted to some Km, and so it might be possible for a single player to send edit suggestions through all their state if that range is large enough.

Upgrade only means that your nomination will be reviewed faster. It has no relationship with how it displays in any game, or even if it appears in a game.

I don't think so. It looks just like a small patch of grass and the important thing is the building. And even if it is approved it might not appear in Pokémon go if it is close to those existing wayspots
