Niantic doesn't care that military locations are totally forbidden places outside USA.

Usually it's not possible to reverse an appeal, although sometimes they have done so. You can try to ask for help from the ambassadors to check if they agree that this seems wrong, for example @Elijustrying-ING @kawin240-ING @PkmnTrainerJ-ING Maybe there's some other issue with your nomination and appealing won't work.

The rejection that Niantic sent didn't claim anything about private property. If they are gonna reject something, at least they should base their rejection on real reasons according to the rejection criteria and don't add new mystery reasons.

You should take a look at a post from one of the ambassadors, I think that it was Eli, were they wrote a huge list of issues that they have been raising and working with Niantic.

That rejection reason doesn't make any sense. It has been written/copied by a person hired by Niantic to manually review the nominations and rejecting it as "is inside an inacessible area" while reports to remove location inside military facilities are rejected.

BTW, Niantic should adjust better their AI so it doesn't reject photos because they have "too much green" and add a first step basic classification to detect these watermarks and reject them with a proper rejection email.
