I think it's one of those lovely cases where Niantic has provided poorly-worded guidance, then never, ever followed up with any sort of clarification, even when the overwhelming consensus of reviewers seemed to go against what they (apparently) meant.

The correct course of action in this case is to report the existing wayspots as ineligible (if you're able to do so).

Even setting aside any private residential property issues: as described, this sign does not seem to meet any of the eligibility criteria (a great place to explore, exercise, or be social). The forest could potentially meet the eligibility criteria, but a sign that merely points toward the forest would not generally meet…

In addition to not meeting any of the eligibility criteria, this particular sign appears to be in the middle of a driveway and therefore would not be considered to have safe pedestrian access.

Agree, just take a nice photo of the course itself. It will make a much nicer photo once it's in-game anyway! 🙂

Nowhere in the Wayfarer guidelines does it specifically say "a great place for a player of one of Niantic's games to exercise," and I feel like one would have to be intentionally obtuse to read the uses of pronouns like "you" or "us" to mean only players of Niantic games.

Photo edits shouldn't cause any issues unless your photo submissions were intentionally abusive (like submitting a photo of something unrelated to the wayspot). Just happening to have something disallowed in the photo (like a readable license plate) or taking a lower-quality photo (like one that us tilted) should not cause…

Part of me wonders if it's possible the original wayspot was removed (possibly for legitimate reasons such as single-family private property) and someone else renominated it.

This looks like a potentially good wayspot. I think it stands a much better chance if you include the benches, so I would suggest taking a new photo that includes the fire pit and both benches in full. It still may take a couple tries to get it approved.
