We've been told that things that only have safe access at low tide should be rejected as not having safe pedestrian access. I wasn't able to find a link, but I definitely recall that being the feedback of a Niantic employee.

Your first statement in this post seems odd, given that the quote you're responding to is completely in agreement with Niantic's current policy on the matter (banned account = no Wayfarer access).

When they make it through the system, I think the best approach to the photos that @Johnsonsine-ING posted may be to submit your own photo (if there isn't already a "normal" photo associated with the wayspot). Once that photo is approved, you can request removal of the altered photos through the Photo Appeals forum.…

The main issue is that you have not provided any actual evidence that this is a social gathering spot, so in that respect, yes, a sign that said "[XYZ] Fishing Area" would help immensely.

I would say your best chance of getting this through is to do what you've already done which is to appeal it to Niantic and wait for their response (note that this process will likely take months).

@HankWolfman-PGO has it right, but I would add that your submission does not even mention that this sign is related to a restaurant. It could be a sign on a grocery store that sells frozen pizzas for all we know. It needs to be clear from your title and description what you are nominating (the restaurant, not the sign).

Ingress level 1 can report invalid portals (can't submit any other edits). Pokémon I am not sure since I'm over level 40, but I believe it's level 38 for all in-game edits including removal requests.
