I am not aware of any scanner bug. As far as I see it, that's the way the photos are supposed to be depicted in the game and that quality alone counts. Never seen the option ingame to add "=s0" to an image. If I had some of these pictures new in wayfarer I would decline them due to their quality. Good night time pictures…
