Without enough reviewers, upgrades are not really working as they only increase the nominations voting range and exposure a lot, usually resulting in being sent to your entire country and maybe some neighbouring ones instead of just a defined region based on your location

Nothing special really, I just found the location, looked it up on IITC and there were multiple extremely ineligible Wayspots around that area accepted in the same timeframe, when the Dutch voting bots were active. So basically map data and knowledge of abuse patterns. These Wayspots should also be removed by now
