In other words. Abuse of k12 reports is the way to go if you want to **** someone. Niantic will reward the abusers by not restoring portals. Also I never received any answer on my support case. Great job Niantic.

Thanks for your reply @HankWolfman-PGO That would mean that people who fake k12 reports are rewarded if current ingress rules prevent a portal from beeing restored? That seems counterproductive. I don't know if it exists in pokemon go since I have never played that game. If It is impossible to override the 20m rule when…

The portal is only placed there to provide an advantage to people working there. Clearly not in the spirit of the game. Abusive location Locations that are intentionally and strategically placed to provide advantage to a single player or collective group.
